National Citizen Party (NCP): Bangladesh’s New Youth-Led Political Force

Explore Bangladesh's new youth-led party, the NCP — its vision, goals, and plans for a fair, citizen-driven Bangladesh.

Introduction

The National Citizen Party (NCP) — known in Bangla as Jatiya Nagorik Party (জাতীয় নাগরিক পার্টি) — has emerged as a new political force in Bangladesh. Formed by leaders of the 2024 student movement, the NCP aims to create a citizen-driven, transparent, and youth-focused political culture. With its slogan “Integrity, Unity, Progress,” the party seeks to redefine how politics operates in Bangladesh.

Formation and Background

The National Citizen Party was officially launched on 28 February 2025 at a rally on Manik Mia Avenue, Dhaka. The party evolved from the Jatiya Nagorik Committee (National Citizens’ Committee) — a collective of student leaders and civil activists who played a key role during the July 2024 student uprising.

The initial leadership structure includes:

  • Convener: Nahid Islam

  • Member-Secretary: Akhter Hossen

A 217-member convening committee was approved for one year to draft the party’s constitution, manifesto, and expand organisational activities across the country.
The Election Commission (EC) has recently approved NCP’s registration, allowing it to officially participate in upcoming elections.

Vision and Ideology

The NCP describes itself as a centrist, citizen-driven party rooted in anti-corruption, equality, and democratic renewal. It envisions a “Second Republic” — a new constitutional order ensuring justice, fairness, and inclusive governance.

Core principles:

  • Anti-fascism and anti-discrimination

  • Equality for all citizens

  • Transparency in government institutions

  • Empowerment of youth and women

  • Accountability and justice for past political violence

NCP’s Key Goals and Policy Agenda

In its “New Bangladesh” manifesto, the National Citizen Party outlines an ambitious reform agenda centered around five main areas:

1. Constitutional Reform and the ‘Second Republic’

The NCP believes Bangladesh needs a new constitutional framework to end what it terms “constitutional autocracy.” It proposes holding a Constituent Assembly Election to draft a modern constitution that better reflects the will of the people.

2. Institutional Reform and Transparency

The party aims to build service-oriented, corruption-free state institutions. Reforms include:

  • Ensuring judicial independence

  • Restructuring law enforcement agencies

  • Enhancing accountability in administration

3. Youth Empowerment and Education

As a youth-led organisation, the NCP prioritises education reform, student rights, and employment opportunities for young citizens. The party seeks to transform student activism into productive civic engagement.

4. Equality and Social Inclusion

The NCP promotes gender equality, women’s safety, and the elimination of all forms of discrimination. It emphasizes building a society where every citizen can thrive, regardless of background or belief.

5. Recognition of the July Uprising

One of the party’s symbolic goals is to ensure official recognition and justice for the martyrs of the July 2024 student uprising, which they view as a defining moment for democratic renewal in Bangladesh.

Organisational Structure

The NCP operates through a central committee and regional branches at the division, district, and upazila levels.
Alongside the main body, the party is developing affiliated wings:

  • Student wing

  • Youth and labour wings

  • Women’s empowerment committees

This structure aims to build a broad, grassroots base capable of mobilising citizens across the nation.

Strengths and Challenges

Strengths

  • Youth Momentum: Born from student movements, the NCP enjoys strong support among young voters.

  • Fresh Vision: A break from traditional party politics dominated by dynasties.

  • Public Support for Reform: The call for institutional reform and transparency resonates with many citizens.

Challenges

  • Lack of Political Experience: Most leaders are young and new to national governance.

  • Limited Organisational Network: Building presence outside major cities remains a challenge.

  • Competition with Established Parties: The NCP must contend with deeply entrenched political organisations like the Awami League and BNP.

  • Resource Constraints: As a new party, funding and logistics may limit rapid expansion.

Future Outlook

The National Citizen Party represents a generational shift in Bangladesh’s political landscape. Its focus on youth, transparency, and reform appeals to a society eager for change. However, the true test will be whether the NCP can translate its activist energy into sustainable political organisation and credible policy delivery.

If it maintains momentum, builds grassroots strength, and remains true to its principles, the NCP could become a transformative political force in the years ahead.

Conclusion

The National Citizen Party (NCP) stands at the crossroads of Bangladesh’s evolving democracy. Its mission — to create a fair, inclusive, and modern political order — reflects the aspirations of a new generation. As it enters the national stage, all eyes will be on whether this youth-driven movement can turn its promise of a “New Bangladesh” into a political reality.
